OSCARs
Out of School Care and Recreation (OSCAR) providers deliver before and after school care, holiday programmes, and camps for children aged 5 to 13 who are enrolled and attending school (or children aged up to 18 years if they are eligible to receive a Child Disability Allowance).
Te Kāhui Kāhu is unable to provide any assurances for OSCAR services delivered by organisations who do not have approval.
OSCAR subsidy and grant funding
An OSCAR provider must be approved in order to receive OSCAR subsidy payment or grant funding. See the Work and Income website for information.

Requesting changes to your OSCAR services
Each OSCAR programme is made up of OSCAR service types. These are:
- before school care
- after school care
- holiday programmes
- camps
Approved OSCAR providers can request a change to add:
- additional site(s), or
- additional service type(s) to an existing site.
Step 1: Request a change in your Te Kāhui Kāhu Online account
Log in to your Te Kāhui Kāhu Online account and request a change. More information on how to do this is available on our Te Kāhui Kāhu Online resources page.
Step 2: We will assign an assessor
The assessor will be in touch to let you know they have been assigned to your change application. They can answer any questions you have about your application and the process.
Step 3: Assessor does an assessment
Your assessor will review the information and documents you've provided. They will check to see if you meet the requirements for the addition you have applied for and also consider any findings from previous assessment reviews.
Once your application has been reviewed, we will contact you to confirm the next steps. A site visit is normally required for a new delivery site.
Step 4: Application outcome
Your assessor will send you an assessment summary report and approval certificate (if applicable) confirming the outcome of your application.
Home-based OSCARs
If your organisation is a home-based early learning provider licensed by the Ministry of Education (MoE), you can be approved to deliver a home-based OSCAR programme.
Home-based OSCAR providers undergo an assessment process that takes into account that they have already met MoE’s licensing criteria. There are still approval requirements that you need to meet before becoming approved. These requirements must be met as well as having an assessment.
Application
Home-based OSCAR providers cannot apply for approval using our online eligibility check form, you must use the paper application form below.
Home-based OSCARs do not typically require a site visit. However, sometimes you may be required to have an on-site assessment to clarify information or respond to concerns raised during the desk-based assessment.
